Penny began her career in London, in the hospitality industry, holding a number a line management positions before moving into HR managerial roles. Whilst her children were young, Penny worked as a Deputy Manager of a Nursery and Parish Administrator before moving to North Yorkshire in 2001.
In 2002, Penny joined North Yorkshire County Council, holding positions in HR, WFD and Project Management, including working with schools around the national workforce remodelling programme. She moved to her role as Head of HR for the Children and Young People’s Services in 2008. Penny has an MA in Human Resource Management and is a Chartered Member of the CIPD.
Interestingly, when Penny relocated to North Yorkshire in 1991 she opened an independent B&B and tea shop; a business which she owned and ran with her family.
